Error Code 80
I am not sure how to fix this and not sure why this happens. I have reinstalled my game and steam over 50 times. I have also reinstalled my OS 3 times and it lets me play once... Then after that its all over no more play. What the heck is wrong?

Have you tried searching the Skyrim forum for advice? There are several threads about this topic. One solution suggested:

You may receive Steam error code 80 when you attempt to launch the game. In this situation, the game fails to start. Below are some troubleshooting steps through which you can fix this error.

Uncheck Read-Only files:

Steam error code 80 can appear when certain Steam files are set to read only. To play game without error, you should remove read-only remark of required files as shown below:

1. Close all applications including Steam. (Close its system tray icon too)
2. Navigate to game’s installation directory. Generally, C:\Program Files.
3. Right click on the Steam Folder and select Properties.
4. Uncheck the Read-Only remark.
5. Click Apply | OK.
6. Start Steam again.

Please provide the make and model of your graphics card and your driver version number.

Oh and why does the folder recheck Read-only? I hit apply then Ok then i click properties again and its checked after everytime i uncheck.

It has not done this ever before and I have been able to play... Could it be maybe the resolution doesnt work on Low? I set to low because Skyrim lags so hard takes 2 hours to pass the first vid sequence. So do you think Medium settings would stop it from happeneing?

And I believe I use ATI Radeon 3000 version 8.733.0.0

That read-only thing might be a red herring.

I'd start with updated video drivers first.

Thats money I dont have. Steam is a rip-off. I think it might be possible to sue for this as the product is no longer usable even with everything set right. Waste of my money and time.

GSharp said you should try updating your graphics DRIVERS (FREE!). He didn't say buy a new graphics card.

There's this place called amd.com. They give away their drivers for FREE! Imagine that. :P

no dude ive stated my problem ur saying hwat everyone else says. IF you seen my error and what happens then maybe youd be confused too but really you didnt fully read the top part. This has nothing to do with graphics/video because it runs after reinstall. I have saif that.

I'm confused trying to decipher your post. You didn't mention a damned thing about reinstalling video drivers. For some bizarre reason, you reinstalled the operating system three times. Then you thought video drivers cost money?!?

The first step to troubleshooting ANY game is to ensure you have updated video drivers. YOU DO NOT HAVE THEM.
