How do I have a game install to a different drive?
I've got three hard drives I can install my games to, but Steam seems to only be interested in installing games to the one with the least amount of space, which is out of space because it's the only drive steam will install to.

if the game is old then the feat isnt out for it but if its a newer game then there should be a thing say chose install loacason

It's not a matter of if it's old or new. It's simply if the game uses the new content delivery system and has been converted to the new format or not (New format games use .acf files while old format games use .ncf & .gcf format). Only games converted to the new system can be installed in alternate directories. Many older games have been converted already.

Also go to Steam > Settings > Download + Cloud
At the bottom click "Library Folders" and specify an alternate directory for Steam to use.
Then for games that support it you will get a choice when installing.

So can I specify multiple installation locations, so I can have one game on one drive and another game on another?
