What you need to do is install DirectX9. There are literally hundreds of different versions of DirectX and not just the core '11' that people see. Installing DX9 will not break DX11, there may be several core files that it needs that just aren't installed with just DX11.
It says:
"Error! Your Directx Runtime is out of date. Downlad and install this file from Microsoft."
and then it takes me here:

Sorry for not knowing how to do this, I'm new to PC games.
I guess the question I am asking is will dx9 work along side dx11?
As for how directx works, see KARR's post. There are multiple directx releases and you can install them simultaneously without them overwriting each other. Garry's Mod needs the dx9 executable that came with it, so you need to install that to play it.
I don't see any source games on the account. GMod needs to have at least one source based game on the account
