Same here, tried everything, restart game, restart steam, reboot pc, update driver, update windows.. but couldn't get into the game, now i got banned too.
Can somebody @ valve please fix this issue and unban the people victim to this 'app already running' bug?
I've restarted Steam, I've rebooted my machine, I've validated my files, and once cleared with no issues I still chose to reinstall the game. Once it persisted (only in classic competitive matches by the way) I started trying to diagnose/alleviate the issue by doing things like running as administrator, or running in various compatibility modes (both Steam as well as CS:GO). I also tried turning off all of my over clock settings. Nothing has helped.
So thank you Steam, for my completely undeserved 160 hour competitive match making ban. Thank you.
