Report a translation problem
Steam support just told me the abbreviation is already in use even though I explained to them we've changed it.
Seems they're one-time use, even if you change the abbreviation of the original group.
Doesn't work

result taken or invalid character
change abbr from AA to AB in group
goto groupcreate check availability of AA

As fast as I could check it the tag was available after changing it in the already made group.
So I would say that you either had the stars align and got a glitch, unlucky or...
you had the stars align and somebody snagged your abbr. while you were changing it, unlucky^2
