Problem starting steam, error 32

Hello, I have problems starting steam for 3 days. Last time I started it, it updated and when i restarted, it gave me this error. I tried to delete .blop file, but without success.

I don't have any antivirus, so it's not this.
I also tried to start Steam right after I start Windows, but the same problem is thrown.
I didn't change anything, so it's all running like it was before, when Steam worked.
Please help me

Yes, I also tried that, no luck. I think it's because of that update, because before it everything worked just fine.

Searched around a bit, and there seems to be various causes to this problem (Mostlikely permissions) You sure there is not any 3th party security software that's interfering with the current update?

It can't be a third party program blocking it, because everything is the same, it worked before, but now after the update it doesn't.
Anyway, befor posting here, I tried a lot of solutions I found searching google..

Would be nice to let us know if the problem has been fixed. Other people who google for this problem, would bump into this thread, thinking the solutions offered didn't solve the problem.

Sorry for not replying, the problem has been solved out of the nowhere, the error it's not showing up anymore, anyway, I still didn't understand the problem or the solution. Sorry again, TC
