Need info on download rules in France.

I'm gonna be in in France for couple of weeks and I've got some games that I'd like to download but I don't know if I'm allowed to download them all because I come from Iceland and the rules are quite simple there, you are allowed to download anything for free and as much as you want as long as the site host is Icelandic, but else you get like a limit up to 100gb of foreign download, and since there is no Icelandic steam host server ,the only way for me to download my games is to finish my 40gb of foreign download every month and then continue the next one, but since I'm here in France there is a french server. I've heard through some ppl that in some countries downloading is illegal but I can't seem to get any info on how it is here in France, I've got 11 games waiting to be downloaded and played and I'd really like to get some info on both steam downloading and torrent download if anyone could inform me on that aswell.
