Can't trade, Steam guard enabled 15+

My friend shattered (http://steamcommunity.com/profiles/76561198069606849)
cannot trade whatsoever because he gets the error:
"You must have had Steam Guard enabled for at least 15 days before you can participate in a trade."
And when someone else trades him : Shattered is not available to trade. More information will be shown to Shattered if they invite you to trade.
-He has had his account since august 18, and steam guard enabled the entire time.
-Is not tradebanned
-Has trading enable, (tf2)
-Only logged into his PC
-Has verified his email
He cannot trade even after having steamguard enabled for 15+ days, please help.

I made a purchase a day before yesterday, (IN-game, TF2, (does this apply as a purchase?))
Ive had steamguard on for 2 years now I think,
And also i did reset my password but it was 19 days ago. Still cannot trade. Any help yet?
