The disk itself seems ok - English files. The problem seems to be when Steam downloads some extra files. This includes the Austrian localization file for some reason.
I've tried the HKEY_LOCAL_MACHINE fix, but the files referred to aren't shown (so scratch that one) - plus I've bought the UK version, not some dodgy Russian version.
I've also tried verifying the install via Properties option on the COD black ops option in my Steam Library, but again no luck.
No response as yet from Steam support (and from other online discussions, I doubt there will be).
I'll probably end up returning this for an exchange to Amazon but now I'm concerned I'll get the same problem with a replacement. Can't believe it's beyond the wit of Steam to get this right.
