What error message are you getting exactly? Is it the UAC steam service pop up or a different one?

No error msg . I get it from 2 ways

1) Trying to install borderlands 2 like above

2)Trying to update steam and clicking cancel prompts up the "Steam service is require to install bla bla bla" and it just keeps on repeating whenever I want to make sure its properaly installed

Sounds like the steam service is buggered. Try running Steam as an administrator which may help get the staem service installed properly.

If not try this

Click Start -> All Programs -> Accessories
Right-click on Command Prompt and then click "Run as administrator..."
In the command prompt, enter the following command, including quotation marks: "C:\Program Files\Steam\bin\SteamService.exe" /repair
Note: C:\Program Files\Steam\ is the default installation directory for Steam - change this to the correct directory if you installed Steam to a different location. 64-bit systems will use Program Files (x86) instead of Program Files.
This process will take a few minutes to complete. Once finished, the message "Steam Client Service repair completed." will appear.
The issue may be fixed at this point, however it is recommended you reboot your computer before testing if the repair resolved the problem.

Try stopping the download, delete all game files and cache for the game, then try again.

Doing it as you say

EDIT:

Yeap , plan A works 100%

but plan B doesn't fix the problem at all , it still just happens when I try to update steam\

DOULBE EDIT :

Running on admin solves the problem , but when I run back on normal mode it still happens again.

TRIPLE EDIT :

I'll just wait for borderlands 2 to redownload itself and see wheter if still buggers me about steam service. Until then , thanks for helping me :)

Odd since once you fix it it 'should' work even as a non-admin.

Every time i start steam, it says "steam client service not working properly" Running as admin seems to be working for me.
