You'll need to create a Steam Support account if you haven't done so already. Steam Support accounts can be created here: https://support.steampowered.com/register.php

Companies do this for your security, for all the servers know, you could be someone attempting to breach into the account, I doupt you would prefer the account being missing this layer of security.
Submit a ticket to Steam support and wait for their reply, other than that there is nothing you can do.

Steam says "You're using a new computer, enter the code we sent to your email."
I didn't get an email. I already changed my contact email a year ago, but I have a theory that the email with the code in it is going to the old email.

So you're defending their practice of holding our property hostage? I'd rather my account be temporarily hacked and I change the password when I need to, than have the account locked down because of a problem with my email. And since they don't have a phone number, and there's no way I can expedite my ticket, or say "Hey, look over here, this will take 15 seconds to fix, don't make me wait a week!" I thought maybe a Valve employee would see my request and do something.
To follow your suggestion, I might not be able to access MY PROPERTY for a month, and what if my request falls through the cracks? I cannot abide this, nor should you.
If you don't include proof that you own the account, then it'll obviously take longer because they can't take action until you provide that.
It's not "Your Property". Read the Terms of Service you agreed to.
Finally, yes. I'd defend their practice, because if someone has access to my account they could well be using it to see if their cheat is detected by VAC (which it most likely will be). VAC bans are not reversed.
I also wouldn't want someone using my account for further scamming reasons.
So... Yes. Let them disable my account temporarily if they think something fishy is going on.
It's not Valve's fault you didn't change your contact e-mail.

If it wasn't there and you lost your ability to play on VAC secured servers, you'd be here asking why there isn't an automatic detection instead.
