Hey guys i currently have dota 2 in my inventory. if i press add game to my library would it give me steam premium?

No, because Dota2 is a Free to Play game.

To have a non-Limited Steam Account, you need to have at least one paid title to your account. You have four options here:

A) Buy a game on Steam yourself.
B) Perform a microtransaction on your account yourself (Such as purchasing something from the Mann Co. Store on TF2 or buying an item from the Dota 2 store).
C) Be gifted a game that was paid for.
D) Activate a product code on Steam. Here is an official (but slightly outdated) list of games that can be added to Steam through product codes: https://support.steampowered.com/kb_article.php?ref=7480-WUSF-3601
