External IP is for those who are not Local, but Internet. (aka the IP on http://whatismyip.com) and thus is required for Internet servers.
You can check your ports are set by for example going into
1. Open up cmd.exe
2. Type in ipconfig/all
3. Take the DHCP address (usually 192.168.1.1)
4. Paste that as your web-browser's URL -address and your should get to your router's settings.
5. See the manufacturer and model no. on the page (might help you find a tutorial for port forwarding.) This is the tricky part because it differs with the manufacturers and models.
6. Once you've found it, ensure that you've got
- Service Name: CS3
- Start Port: 27030
- End Port: 27039
- Server address: your IPv4 address
- Protocol: TCP
7. Make sure it's enabled and save settings.In some cases you might have to reboot your router for the changes to take effect.
