my suggestion : only login to steam when you want to play long enough . just login to steam and wait until it complete , and dont turn it off for a day .
next day just update it again , and again . lol
now its the only way to face that problem . just wait more time until someone pop up with better way to fix this problem

this problem appeared after the big picture update
1st as always , sorry for my bad english.
steam lastest update (14th Feb) already fixed this problem ! (at least for my own account).
steam asked me to download update again about 100 mb. then everytime i login steam , it just need to extract that update and doesnt need to download platform again. it only takes about 1 min.
*this way is automatically so you just need to click steam and wait
i hope u guys also got the same !
