Nice one mate! Unfortunately I got rid of of all my anti spyware and anti virus software, so in my case that can't be the problem. I tried the TCP/IP repair but it seems like a no go :/.
Anyone else have any ideas or solutions based of their own experience?
i already make it
all windows updates applied.
network is fine (talking from it now)
comodo is running all services disabled
my laptop on the same network can start up steam fine.
what is going on?

Any ideas, or do I need to ask my system admin about a re-installation?
That is not the ip address your ISP sees. That is an internal ip address the router sees. DHCP is not working correctly. Most likely that is your routers fault but it could be something on your PC also.
