If that doesn't work, have a go with the
as i had the same problem and it seems to be resolved now, i wanted to share what i did.
actually all i did was run windows update and there was an update for win 7 professional 64bit version that had some compatibility fix.

UDP Result: FAILURE

Well the results do look kinda bad :P.
I do understand that i haven't port forwarded (due to me being unable to access the router) however, I've been using steam for about a year without any problems also my laptop can still connect to steam on the same router.
P.S.
have you tried copying your steam folder from your laptop to you desktop pc? (dont copy steamapps folder, just the rest)
My ISP is Plusnet (a division of BT) the router im using is a voyager 2110
