Im trying to get the level 2 pillar of the comunity badge , and it says I need to find an emoticon in chat. how do I do that?

You get a random emoticon every time you craft a badge. Badges are crafted by having a full set of trading cards, and then crafting those cards into the profile badge.

As mentioned in your thread, you can trade for the emoticons or buy them off the Steam Market.

you will find half of the cards in the set, and you have to trade for the rest

Yes, you do.

Yes, there is a limit. Set at about half of the cards needed for a set. Examples:
Half-Life 2 has eight cards per set; you get four card drops.
Team Fortress 2 has nine cards per set; you get five card drops.

Valve want you to spend money on their service. It's also completely fair as you are not forced to participate.
