It could be the other person trading with you, they could have Steamguard or something like that on so they can't trade.

In the Steam client click Steam > Settings and look at your security status, the chances are it's already on. If not click the manage Steam guard account security button.

You cannot trade until 15 days after activating Steamguard so if it's not already on now you're going to have to wait anyway once you activate it.
status show my account protected. But my items have a tag with tradable after x days.

If you have only recently made a purchase on your account then your items will not be tradable until the funds you used to make the purchase have been verified.

This is help prevent fraud, by purchasing items using fraudulent methods and then trading those for other items as later this would mean those fraudulently purchased items would be taken away from the person you traded with but you'd keep their items.

Also have you made a purchase more than 30 days ago?

Only gifts that are purchased on trusted accounts can be traded immediately; otherwise there is a 30-day cool down before the gift can be traded. Any account that has made any valid purchase from the Steam Store more than 30 days ago is considered trusted. This is to ensure that all games traded are valuable, and help prevent fraudulent purchases for the purpose of trades. If you do not make a purchase on your Steam account after being labeled as trusted within a year your status will be reset and you will need to wait an additional 30-days before being trusted again.
thx all :)

My friend has had steam guard for around 2 months and he got something on the community market for a gift for me but he can't trade it.

Any item you buy on the market will be tradeable after 7 days, not before.

go beg and ask for steam to make items tradable even when newly purchase or simply not-tradable.. this is just how they made it, u have to wait 7 days if u purchased it or if its naturaly not-tradable then u have no choice but to recycle it..
