HELP !! DOTA 2 can't start because unable or failed to create D3D device ..

Recently i bought my laptop around this month .But after i downloaded Dota 2 i can't start because of this error.My friends have been finding solution but all fail ,so i decided to give up but on the next day i able to play it without any problem.Oh i bought in around on the first week of May.Today i got this message again ,anyone know what i can do?Don't tell to verify ,-autoconfig,-safe mode,-dxdlevel 81,-w 1366 -h 768.Everything i done already but still fail

i think it should can run. no problem with yur spec -_- d3d, how bout update your OS, check newer version of graphic card?

graphic card GeForce GT 740m actually no problem but everytime i log in to main menu i will be very lag but when connected to game it will be smooth.No updates it just sudden error...
