Steam Bootstrapper error, my "fix"
Now I like many of you have had something along the lines of "(buildbot_winslave04_steam_st has encountered a problem and needs to close" There are many posts out there complaining about this. The common fix that most people have been saying is "delete everything but steam.exe and steamapps." Now while this does relieve the problem, the fact that so many people are having it and this is the only fix is unacceptable. In fact this isn't a fix, it's a poor excuse for not solving the problem permanently.

Moving on, this is what I have found to get this problem "fixed" with less downloading.
C: > program files (x86) >Steam > Package

I have narrowed it down to deleting
public_all.zip
Strings_all.zip
tenfoot_all.zip
tenfoot_sounds_all.zip
Steam_client_win32 (both of them, although im 90% sure they dont need to be)
Steam_win32.zip

then boot steam and it will download the new files

This should save you a pretty long time downloading, please give feedback if this works for you.
When this inevitably happens again I will narrow this down further. OR Valve could do something about this.

I have not seem any admin posts in any of the forums or reports of anyone actually fixing the problem through a steam help ticket.

ok so i tried something and it seems to have worked so far.. I basically deleted everything in the steam folder EXCEPT steamapps, userdata and steam.exe. then rebooted the laptop, clicked on the steam.exe file, let it find and download an update. Lastly and i think the most important was to verify the integrity of the game cache for all installed games. go to each installed game in the library, right click, properties, local files and then verify integrity of game cache. let it do its thing and everything should be working fine again!

nope crashed once again ...right clicked on steam.exe and used these two options
1) run as admin
2) run in compatibility for windows 7
finally fixed it..i just had an hour of uninterrupted gameplay :D

Didn't work. I still get this same error whenever I try to click on "Library".
Win 7 SP1, 64bit.

For those of you still having this issue, another user has generously detailed a method of how to downgrade to the June 6th version of Steam (Windows-only). http://steamcommunity.com/discussions/forum/1/864973123274306380/
I can confirm that this temporary fix worked for me. Please share this with anyone else still having the issue until Valve decides to fix their mistake.

Small update. I opted into the Beta client (was only able to do this after downgrading to the June 6th release) and my issues are gone.

I retract this statement. Turns out I didn't actually opt-in to the Beta, since the version of Steam was still "June 6th".
So, I'm still on the June 6th release, waiting for Valve to become motivated enough to fix what didn't need fixing in the first place.

Well, thank you for the updates I hope more people will speak up so they get this issue fixed. The problem stopped happening for me on my other computer when I made sure I would shut down steam before turning off my computer. This way the force shut down screen never came up even though I would never pick the force shutdown option.

Something of importance that I've noticed: when you turn off your computer make sure you turn off steam first, whenever I let windows shut it down it corrupted some file and I had to repeat the process.

If you have completely reinstalled and it still doesn't work you might have to fix something in your Registry. Steam could also still have files saved on your computer somewhere, alot of programs do this.
