Error Code 51

I recently downloaded Payday: The Heist, and every time I try play the game it comes up saying, Payday: The Heist failed to start(error code 51). Please respond if anybody has any ideas or solutions! :)

Error 51 is a network error, meaning that, and I quote: "Steam cannot find the network path. Verify that the network path is correct and the destination computer is not busy or turned off. If Steam still cannot find the network path, contact your network administrator."

how to fix the problem?

I've got this steam error for skyrim and skyrim creation kit which are the only two things i currently use on steam.
I've tried alot of things to fix this in the last 24 hours. Nothing works. Absolutely everything that steam advises, so if you have something like a link that steam advises, that doesnt work for me, don't tell me anything from the first ten pages of a google search ive tried all of them. Did anything actaully work for anyone? I feel the closest i got was one of the most simple, I varified the cache and at the end get the message one file didn't varify and will be replaced. It is not replaced, I get the same message every scan, end always get this message that one file needs to be replaced, in the guide i read that it should be fixed automatically.
