Steam Game Menus missing graphics & text/letters

Having problems with a couple of games for a while now, Shogun Total War 2 and Company of Heroes the relaunch for some reason the menus and user interfaces and tool tips are either missing letters or graphics entirely.

I have verified the integrity of the cache, and replaced my fonts to no avail.

I am running on a custom built rig

i5-2500k @ 4.2ghz
8GB Ram
Asus Nvidia GTX660 OCd by 10%
the games are stored on an old school HDD OS on a OCZ Agility 3 SSD
all drivers are up to date, all installs are legitimate, been problems since windows 8 install.

Reinstall DirectX and graphics drivers.

Already reinstalled the graphics drivers 2-3 times, and also deleted and reinstalled the games and directx multiple times, to no avail.

Restart your pc man. Then run around in circles and do a backflip. Should work fine after that. If not, stamp on your motherboard and microwave your cpu. Glue them back together with pritt-stick and shout the words "FIX" and the magic should work itself. Good luck ^.^
