Selling Steam accounts Legal or Illegal?

I have seen some people selling steam accounts for cheap rates.
I found one post in fb group saying that:
game list :-
~ cs1.6+czero+czero deleted scene
Rs. 150
~ CS:Go at Rs. 450

+CSGo -4 games at Rs. 500

No, this is in direct violation of the terms and agreements. See this paragraph of Section 1 of the Steam Subscriber Agreement, which everyone who has a Steam account had to sign:

You may not sell or charge others for the right to use your Account, or otherwise transfer your Account, nor may you sell, charge others for the right to use, or transfer any Subscriptions other than if and as expressly permitted by this Agreement (including any Subscription Terms or Rules of Use).

It's not "Illegal", but it is against the Steam Subscriber Agreement and will get the account permanently suspended.

Even if it was 'legal'.... You'd buy the account, a day later the original owner submits a ticket to Valve saying they've been hijacked with proof that the account is theirs and you lose control of it!

(or find they cheated a day before and suddenly your games are all VAC banned,etc...)
