Can i burn games from steam on my pc and install them on another pc with a different account ?
i want my friend to play some games i have on my account but i want to install them on his account.

If he owns the game you can transfer the files to save some download time. You cant just transfer games to any account. They have to purchase the game 1st.

Games are connected with your account and you can't move them to the other one, but nothing stops you from logging on the other machine :-)
He can play the games whenever he's logged into your account, they will still appear in his library as well, but he won't be able to play them if he doesn't own the games himself.

but if he plays them but he will play my saves or start over and some games seem to only allow one save i think but i dunno for sure.

If you backup the game's files (SteamBackup and restore games...) you can carry them over your friend's house and install them on his Steam account.
He'll need to be online for authentication though, but at least he won't have to download them. Infos are not shared between accounts so he won't play your saved games.

I'd just copy over the steamapps\<game> folder instead as that's a tad faster and more reliable than the steam backup method.
