Report a translation problem
You can use the CD to install the game, but after that the CD is useless, it isn't needed again unless you want to reinstall at some point. You don't need the CD in the drive to play the game.
'Steam' is a piece of software, not a company, Steam is owned by Valve who did NOT issue cd/game, the makers of the game purely decided to use Steam as it's distribution service.
The disc can be used to reinstall the game later if you don't want to download it but any steam game that is listed in your library does not require a disc to play.
