I think that's to ensure that the user is not inactive (a purchase has been made in the last year) and has a trusted method of payment (nothing went wrong within the last 30 days).
Therefore, I don't think gifts count.
To be 100% sure though someone should make a new account, activate a game key, leave the account unused for at least 31 days (45 would be better) then verify if the Market can be used.
EDIT: Don't even try that, the FAQ's pretty clear:
A successful purchase is the only way to access the Market.
Would activating a gift that someone sent me, count as a purchase for me?
Yes. Activating a gift on steam works.
For Steam Market unlock: No.
So if I got cs:go from a friend and activated it, would I be able to use the market in 30 days time from when I activated it?
The answer is no.
The transaction has to be initiated by you.
You need to make a purchase and then wait 30 days to open the market.
