Does activating a gift count as a purchase?
Since you need to have made a purchase from the Steam store in the last 30 days to buy/sell items in the Steam market, I was wondering if gifting a game to someone and them activating it counts as a purchase? So they will be able to buy/sell items after the 30 days. Would like some clarification :].

IIRC the Market wants the user have made a purchase on Steam between 30 and 365 days.

I think that's to ensure that the user is not inactive (a purchase has been made in the last year) and has a trusted method of payment (nothing went wrong within the last 30 days).
Therefore, I don't think gifts count.

To be 100% sure though someone should make a new account, activate a game key, leave the account unused for at least 31 days (45 would be better) then verify if the Market can be used.

EDIT: Don't even try that, the FAQ's pretty clear:
Who is eligible to participate in the Community Market?

Any Steam user who has a successful purchase on their account between 30 days and one year ago, and has Steam Guard enabled for 15 days can list items on the Community Market. If you have had your password reset by Steam Support you will need to wait another 15 days with Steam Guard enabled before you can list items on the Community Market. If a chargeback has occurred on your account you will be eligible 30 days after your next successful purchase.
If your account has chargeback(s) this will require that you make a new successful purchase after the chargeback(s) and have it be valid for 30 days before you're able to use the Community Market again.

If you reset your password on an active account you will be restricted from the Steam Community Marketplace for 5 days. If your account has not had any activity for more than 2 months, you will be restricted from the Steam Community Marketplace for 30 days. Note that this does not affect password changes, only password resets.

A successful purchase is the only way to access the Market.

Yes. Activating a gift on steam works.

For Steam account unlimitation: Yes

For Steam Market unlock: No.

You need to make a purchase and then wait 30 days to open the market.

if my friend has a locked account and needs to purchase something for 5 dollars if i gist 5 dollar game will it count as purchase

No, his account has to be the one that spends the US$5. Gifting him a game will not make his account unlimited.

This entire thread is outdated and necro'ed.

All information is old, and you can NOT use gifts from other people anymore to get an unlimited account. YOU have to spend $5.
