Public Areas Block Steams Network Port Connections (Title Changed)
So I've discovered that Steam blocks unfamiliar network connections for customers even if you've logged into your account online and gotten your email password to confirm that it's really you. Something about the files and Steam itself stops working. I went to the hospital to visit my folks. Couldn't log into Steam to play a game in the waiting area when I was just playing that game 1 hour ago. Steam said the server is experiencing downtime. I discovered this to be untrue because i later again had to go to the hospital at a completely different hour in the morning and the same coincidence happened. Suddenly Steam couldn't connect to the Network. So here is a popular problem I'm seeing with alot of people that don't realize this is really a security issue Steam is causing. How can I play the game I payed for without having to go through a bunch of re instillation trials just so Steam can continue blocking the network and I can be waisting my time knowing that's not the problem? This thread was not created to troll, but to raise a sensible issue that affects Steam and it's entire community.

This is going to become one of those issues where people are discussing, so why should I get Steam instead of just playing Xbox or PS3 and people are going to start saying. Well Steam has all kinds of network security that blocks you from playing your own purchased game or has reasons for disallowing users to play their own purchased games offline as opposed to Xbox you never have to worry about coming home from work all excited to play. Steam sells games that don't yet exist when the content is digital and there is no such thing as a game being sold out in the first place. As a fan of Steam these are issues that need to be troubleshooted now and not later so that this company can continue to be successful.
The hospital network is blocking some of Steam's required connections. Steam isn't blocking anything.
^Ditto. I don't see why Steam would block you.
I hear that. So why does the hospital internet work just fine? I am observing that it has something to do with ports in other online discussions. But the online internet works fine for everything like uhh..videos, facebook games, and other internet games. How did you know it is the hospital in particular?
Required ports for steam.

Required Ports for Steam
Which ports do I need to open on my router or firewall for Steam?
Your network must be configured to allow Steam access to the following ports (in order from highest to lowest priority for QoS users):
Steam Client
UDP 27000 to 27015 inclusive (Game client traffic)
UDP 27015 to 27030 inclusive (Typically Matchmaking and HLTV)
TCP 27014 to 27050 inclusive (Steam downloads)
UDP 4380

Dedicated or Listen Servers
TCP 27015 (SRCDS Rcon port)

Steamworks P2P Networking and Steam Voice Chat
UDP 3478 (Outbound)
UDP 4379 (Outbound)
UDP 4380 (Outbound)

Additional Ports for Call of Duty: Modern Warfare 2 Multiplayer
UDP 1500 (outbound)
UDP 3005 (outbound)
UDP 3101 (outbound)
UDP 28960

Note:
Many university networks and proxies block required ports for Steam operation - please consult your network administrator to ensure the required ports are open if you are using a university network or a proxy. Ports required for Steam can not be re-mapped to HTTP or reconfigured to a custom port range.

@ReBoot. They would block users on unfamiliar connections for security purposes such as accounts being hacked or maintaining user integrity. It makes sense, but at the same time there would appear to be a serious problem with it if that is the case.

No its just public places like hospitals , free coffee shop wifi and university networks that are blocking you.
The offline mode of the game also doesn't work at the hospital location which is why I brought that up. @ ReBoot.
Hospital networks are usually locked down fairly well. They allow Internet access for general browsing but most likely block anything that might pull in a lot of data like Netflix, gaming software like Steam, etc...

That's because you have to set offline mode 1st.

Offline Mode
What is Steam's Offline Mode and how do I use it?
Important:
The Steam client application's files must be updated to allow for the use of Offline Mode. If your game's status is "100% - Ready" but you receive the message "This game cannot be started in Offline Mode" when attempting to play offline, the Steam client application's files need to be updated.
Firewall settings preventing Steam from updating itself are the most common cause for this problem. Please see the Troubleshooting Network Connectivity topic for instructions to configure your network so Steam may update if you encounter any difficulties with Offline Mode.
What is Offline Mode?
Offline Mode allows you to play games through Steam without reconnecting to the Steam Network every time you wish to play - this is particularly useful if you do not plan on playing over the internet and would prefer not to download new updates for your single-player games.
Please note that you must connect to the Steam Network and test each of the games you would like to use in Offline Mode at least once to set up your account and configure Offline Mode on your machine.

Using Offline Mode on a PC.
Please follow the instructions below to configure Offline Mode on your PC:
Start Steam online - make sure the Remember my password box on the login window is checked
Verify that all game files are completely updated - you can see the update status for a game under the Library section (when the game shows as 100% - Ready it is ready to be played in Offline Mode)
Launch the game you would like to play offline to verify that there are no further updates to download - shut down the game and return to Steam once you have confirmed that the game can be played
Go to Steam > Settings to ensure the Don't save account credentials on this computer option is not selected
From the main Steam window, go to the Steam menu and select Go Offline
Click Restart in Offline Mode to restart Steam in Offline Mode

Using Offline Mode on a Mac.
Please follow the instructions below to configure Offline Mode on your Mac:
Start Steam online - make sure the Remember my password box on the login window is checked
Verify that all game files are completely updated - you can see the update status for a game under the Library section (when the game shows as 100% - Ready it is ready to be played in Offline Mode)
Launch the game you would like to play offline to verify that there are no further updates to download - shut down the game and return to Steam once you have confirmed that the game can be played
Go to Steam > Preferences to ensure the Don't save account credentials on this computer option is not selected
From the main Steam window, go to the Account menu and select Go Offline
Click Restart in Offline Mode to continue.

Thanks for responding @Eram. So according to what you are saying. There is nothing I can really do about this issue aside from things no one really does like contacting the hospital's computer administrator? I can not personally enable the ports, is that what you're saying.
Yeah I can't enable offline mode, because the steam app won't even start.
Yes you wont be able to change the ports yourself in the hospital and for offline mode you need a fully working net connection to start with to make sure you can run in offline mode. Then when you go out and have no net access steam will run in offline mode for you.
