Have you ever updated the firmware in your router? Do you have the newest NIC driver? If your NIC driver that you have installed is from Microsoft and not the manufacturer of the NIC then that is a good place to start. I have seen many computers with issues like yours and I can not stress enough that just because you have internet after getting disconnected from Steam it does not mean it is not on your end.
If it was Steam why is it working for everyone else? Just because you still have internet when you are disconnected does not mean the problem is not on your end. Small outages go un noticed by a browser but a game will disconnect so even though your internet seems fine it is not.
This can be caused by A Faulty NIC, Virus infections, drivers, A router or modem acting up or your ISP. I suggest you start with the NIC driver and a virus scan. Make sure you get the correct NIC driver and not the one from Windows update. I see this time of problem over and over.
Clearly it is not working for everyone else. Myself, my sweetie, and two of our friends we play with online also have this same issue. It's not exactly uncommon, just complaining about it on the forums is.
