Online and Offline Mode

How do i turn on online mode? i just cant seem to find it.

open the steam client. go to the top left corner, and click on 'steam', then 'go online'.

What he/she is saying is that you open Steam then click on the Steam button at the top left corner. There should be a Go Online option.

i cant open steam. when i do it says im in offline mode and need to go into online mode

Can you post a screenshot to an image sharing website? Then we can see what it says.

i tried reinstall it and i got this wierd message saying i cant because the process is being used by another process.

Open Task Manager (Alt Control Delete) and end Steam. Uninstall Steam first, then Re install it.
