Not exactly true. However, the game MUST be in one's Inventory (i.e., not yet activated and placed in one's Library) in order to legitimately gift or TRADE it. The only legitimate trading of games within Steam utilizes the 'Friends>Invite to Trade' mechanism that is built into the Steam Client. This was placed there ~2 yeasrs ago during either the Summer Camp or Christmastime sales where people could earn tickets or pieces of coal, etc., by attaining specific achievements within games or completing various other tasks. The tickets/coal could then be redeemed for certain select games or discount coupons for games. This opened up the forum thread at http://store.steampowered.com to facilitate trading of the games and coupons. It should be noted that the Steam Marketplace is a different animal and was established to enable the buy/sell/trade of in-game items such as TF2 hats, weapons, etc., while integrating Steam Wallet for the buying/selling transactions.
When other digital distribution sites, as well as the various "bundle" sites, began distributing Steam Keys for some games, it had the unanticipated effect of enabling the abuse of trading keys outside the established trading mechanism (i.e., by private email/chat arrangements, etc.). These trades are illegitmate as they are violations of the terms of sale for virtually all digital outlets. It also opened the floodgates for scammers and thieves. This forced Steam to impose waiting periods on trading for new/unsecured accounts to help cut down on scammers opening new accounts just to rip people off. Anyone utilizing the trading forum above would be well advised to read all of the stickied, "[READ FIRST]" threads before engaging in trades. Steam takes a very dim view of trading abuse and will suspend the accounts of reported scammers after investigation. To my knowledge, there is no legitimate way to enter game KEYS into the official Steam trading mechanism.
As for there not being a market on Steam for trading games, that is patently untrue. There are many ways that users can acquire unneeded/unwanted additional copies of games that they would like to be able to trade for something they'd rather have. Among them are the giftable copies of many of Valve's games, and others' games that Steam allows extra copies gifting from time to time. Additionally, games acquired through the coupon/promotions mentioned above can be gifted/traded since they were placed in users' Inventories. In my case, I have lately been purchasing virtually all my games as gifts and placing them into my Inventory. From there I can put them into my own Library or gift/trade them at my liesure. It just gives me a bit more control with little downside. The downsides are when looking back into your account records the acquisition method is "gift" and it's harder to look up how much was paid for the game/DLC. It also gives me the option to trade a purchased game (prior to activation) if I subsequently so decide. As more people become aware of this option, I think the method could catch on.
