That's the only problem i have, and my drivers are up-to-date... i can play Battlefield 3 and games like that on high settings... what's the deal ?
I got a quad-core processor...
There is an issue, a jumpy FPS is noticeable regardless.
I was at a LAN and because of that FPS drop i lost.
Also, I have a 6670 in my HTPC at home, it is infact quite capable. I'd be more inclined to believe that the slowdown that happens when a lot new stuff appears is probably related to slow memory or a slow disk, but again there's no way to tell without having the system properly diagnosed.

Why should it be a problem for me to run CS 1.6 perfectly fine ?!

Because there is an underlying issue with your PC. It could be something as simple as needing a driver update or DirectX update, but again there is no way to tell, you need to be asking someone who can actually be physically at your system and diagnose it properly, if you are unable to do so yourself.
