How to turn off hdr/bloom(nasty orange glare and 3D effect in game)

Having an issue with TF2 and prototype and it will absolutely not let me turn off the bloom effect which is giving my game a strange 3D effect and a nasty orange glare. There is an info box it gives on the bottom right corner saying this for TF2

Rating : Good
Turn OFF HDR/Bloom
Press CTRL+ALT+Insert - to toggle this info

I've tried going manually to switch up settings, reinstall the games and anything I have. I don't know how exactly to get rid of this and it seems to have a simple fix. Really just need a quick instruction guide for this because it's making my games unmanageable and difficult to play. Sorry for the chatter but I'm dying for help here yeah

EDITEDIT: ALL MY 3D PLATFORMS HAVE HDR/BLOOM GLARES NOW AND THE 3D EFFECT AGHHHH
Edit3: I have burdened the gaming community with my sullen knowledge for how to turn off the HDR Bloom that has been relentlessly turned off and uninstalled by yours truly. You may also simply press Ctrl+T to turn the bloom off. We are free my friends. Free.

maybe its a nvidia thing? i updated to the latest driver and after doing that all my games got this kinda strange blurry, orange screen. Never had it before...

im having the exact same problem. i updated my nividia and when doing that, i got this orange blur saying the exact same thing about half-life and all that... PLEASE HELP!

I GOT IT! Just unistall the 3D updates and you should go back to normal!

Ok this problem is solved everyone who helped me here let's all have a party.

The problem was the Nvidia update which was adding some sort of 3D display onto your games.
Honestly, just go onto your search menu and type uninstall programs. Click that. Search for Nvidia and ANYTHING that says 3D just delete. Alright guys it's party time and thanks wooh

The popup box saying

Is part of the Nvidia 3D Vision system. You will find you either have two copies of the screen, or a red/blue filter on there. In your graphics settings in the Nvidia Control Panel turn off your 3D.

If you have recently upgraded to windows8.1 it seems that this set it to "on" in a lot of cases.
