I just had some hard drive issues that involved a lot of disk repair and registery fixes. Afterwards I noticed that some Steam games were not showing up. I fixed this by navigating, in Steam's menus, to Steam/Settings/Downloads and clicking on "Steam Library Folders." I then removed my library folder from the list and re-added it. They repopulated the list immediately without a restart of the application.

Well that did not fix the issue but I noticed this morning that I around 75 of my games were suddenly showing with "Install" next to them rather than "Play". I did not have chance to check properly before leaving for work but I suspect in my case that this is simply a case of Steam having "forgotten" that I have a number of games installed on my D drive (Steam itself and the rest of my library are on my E drive). At least that's what I hope...
All you need to do is go to the steam tab and click settings then downloads menu. Then choose Steam Library Folders. From there select the directory that contains the games on your alternate steam drives, do this for each of your alternate drives.
