I've just been having this problem to.. I restarted my computer and restarted steam itself as well, didn't work though. Luckily I remembered I upgraded my security with avast, so I disabled it for 10 minuets and it worked! I don't know if this will work for you but give it a go, just disable any anti-virus software and firewalls.
No idea why i didn't even think about turning it off.

not sure if i can disable MS system center endpoint protection and not sure if i want to.
surely this is a valve problem and they need to update / fix the problem rather than have users disable their protection.
This problem has existed for quite some time and has slowly been getting worse and worse to the point that the steam client is unusable for me now.
was only able to come here and post with Google chrome
the only page i can view in my steam client is my library
