''App already running'', even though it isn't.
I try to launch GTA San Andreas (After installing a mod which required me to change the name of the .exe, which I did, and then changed the name back.) and when I do, it does nothing. I try again, and it says ''Cannot launch game (App already running)''.
Anyway I can get the original .exe back?

Try verifying the game cache files. If you do not know how to do this, please take a look at this Steam Support article:

Check your Task Manager to see if it is still in memory, if so end task on it.
It may have tried to load and failed leaving it in memory.

I tried the GCF, did not work. It was still in my processes, so I ended it. Booted up again, same thing. ''Could not launch game (App already running)'' I hope I did not just waste 9,99 Euro...

I really thought I had a back-up, but I didn't. Like in the first post, I ask ''Anyway I can get the original .exe back?'' Like somebody being able to upload it? Or is that against the rules?
