Steam repeatedly updates or verifies game files
Edit: just saw the problem was solved and there were 4 pages and not 1 haha. Still if this wasn't linked before I hope it helps others.
I have the same issue as well. It just happen to occur at around August 2nd - 6th. I think Steam keeps on ♥♥♥♥♥♥♥ up with bugs. :I
My error was caused by the file steamerrorreporter.exe. I could not delete or rename this file. It has an access issue with it. When right-clicking on the file and going to the security tab, it reported I don't have permission to view or edit this objects permissions. I tried to take ownership but that didn't work. I tired using Comodo System Utilities to force delete this file but it reported that the path was invalid. When i renamed the Steam folder to something else, like Steam1, the file was then useable and I had access to the files permissions. This is what leads me to believe that it is the file path that has some kind of error and not the file itself. So in my case they update was tying to install this file but it couldn't so it kept continuously trying to download and overwrite the file.
I hope this helps someone else. My OS is Win7 64 bit.
It would download the updates (100Mb) and then in the task manager, I could see steamerrorreporter being run and then nothing.
I installed again, without reinstalling, hoping to get a "repair" option, but it
downloaded the updates again and behaved as above.
I then used Revo to uninstall it, but same behaviour.
What finally worked was I checked my environment variables.
I had TMP and TEMP set to a non-existent drive.
When I set this to a drive that exists, I then installed it again, and it now works!!!!
