Does it say 'YOUR' limit has been exceeded or is it the person you are trying to 'ADD' ?

If they have 250 / 300 friends already then you can't add them as you would take them over the limit.

Letting free accounts add friends lets people code bots to create thousands of accounts and send out thousands of friend requests a day to send people to malicious websites.

Not only would this cause some who aren't in the know-how about phishing scams to lose their accounts but it would also slow down the Steam Community network dramatically. The restriction is there for a reason. You only need to make ONE successful purchase to remove it, too, so it's not that big of a deal at the end of the day.

It's because you don't own a purchased game on Steam. (Either via retail or bought from Steam Store.)

those who have FREE 2 PLAY games doesnt have all features that are available for those who buy games so thats why you cant add more !
