Advertisements in steam AND webbrowsers
I don't know how but my PC is full of Pop up advertisements. it even appears on the steam client. I scanned with almost every virus scanner i know : Malware bytes, microsoft security essentials, norton, ETC. Those scanners found some viruses but NOTHING of those were 1 of these ads. I found on my PC something thats called DealPly. My microsoft security essentials found it with the message *This application gives you pop up advertisements" or something in that way. i un-installed it and deleted it but i still have the same problem!

Looks like your Steam web browser has been hijacked. I would strongly recommend not using your actual Steam login details just in case there is any keylogging going on too.
It's hard to get rid of them, you can try cleaning it but very often they just re-appear immediately after. It's usually easier just to re-install Windows to remove them completely.

I dont think it is hijacked but there is something that pop ups all those ADS on EVERY browser that i use
Actually, I think this is a standalone adware and really has nothing to do with steam. Still, the best option would be to re-install Windows. Get your parents or someone knowledgable to do this. Another way would be to go into the control panel and uninstall anything that looks suspicious. From what Google told me, DealPly tends to install other things with it, including a browser toolbar.

If that doesn't work, use Malwarebytes' file removal tool in the "other tools" section, and find a file you think makes the program run (usually a .dll or .exe) and delete it.

Eh re-install windows for a browser miss behaving, you are joking right?
Maybe better to try and find out what is causing his/her issue to begin with. Re-installing windows is a ♥♥♥♥♥ and he /she can do that later still.

First thing to do is stop using microsofts internet explorer and install firefox instead.
Then install ad-aware and no script as add-ons.
Run your browser and see if they still pop up. If they do go to ad-aware and or NoScript options and start deactivating everything you a can 1 by 1 untill you no longer see them pop-ups or disable all you can and re-enable things 1 by 1 untill you see the pop ups again.
NoScript allows you to enable/disable JavaScript for certain sites individually.

See if that helps first before starting to do the tedious job of installing everything again.
This is not a Windows issue perse ... but internet explorer ... never again, no thank you ,not for me anyway.

Re-installing Windows takes a couple of hours at best. You could spend days trying to remove malware that has already hooked into your system and there's no guarantee that it's actually gone for good.
Prevention is the best cure.
True but then he/she/you still do/es not know what is causing the issue and it may comeback if he/she visits the same sites as before unknowingly. ;)

Again, prevention is the best cure ;). Make sure the system is properly protected BEFORE you gallivant around midget porn sites.
Have you installed by any chance the IEview plugin for Firefox lately?

It's been reported to distribute malware along the plugin.

Malwarebytes could never guarantee 100% that they fully rid a system of malware, and they don't. If a user wants to be absolutely sure, then a Windows reinstall is still the best option.

A lot folks mistakenly believe that as long as they have anti-virus software, that somehow gives them carte' blanche' to do anything on the internet without any danger.

I was more hoping on RSIT report analysis than on malwarebytes...
