Are save files saved onto your Steam account?
I might be getting a new PC within the next couple weeks and I'm curious if all my save files for my Steam games are saved onto Steam or onto my computer. Would I have to put all my saves onto a usb drive and upload them to the new computer or would they be there on my steam account when I install Steam again?

Pretty sure only the games with cloud support are saved in steam. I would copy all your documents and stuff from your drive. (shouldn't be too big the files.) just in case.

EDIT: Oh i did do this not long ago and all my saved games were NOT there. So yeah you need to copy your saves over.. Just like the documents folder or my games. all that good stuff.

No, most of the save games are in your own windows profile folders.

Some are saved in the cloud. You can see that if a game has a cloud symbol at it's name. You can see this if you go in your library and then select List view at the right (2nd icon).

Games that don't use the cloud could store their save files in:
- Appdata folder
- My Documents
- Steam common folder of that game. For example ../Steam/Steamapps/Commom/<game name>

You will have to look up where a game stores it save file.
