endlessly Updating

Whenever I start steam, it comes up with a window saying "Extracting Package," or "Installing update." It will finish loading, launch steam and it will open fine, but no matter what I do it always opens a window saying "Steam client update downloaded, restart to apply." I click restart and it just goes through the same process in an endless loop.
