You can also refrain from buying until the issue is solved. There's no language like the money language, after all.
Not a single official word from Valve or any of its staff... Maybe they are going to remove the feature?
That'd be good, because watching the feature infront of you and being unable to do anything about it, makes it easy for you to go nuts...

Like a lot of people, I have had this problem for weeks, if not months. Not being able to upload your screenshots to Steam Cloud killed me, and made me like a lost player with disabilities (in my opinion).
I almost tried every single thing written here and there, up and down, left and right. Tried Steam Beta, new updates of Steam and uninstalling Steam then re-installing it, but nothing seemed to work.
BUT, finally, after digging into the root of the problem and trying multiple things, I got to the cause of the problem, and hence, could be able to get to the solution.
Some solutions suggested deleting the Anti-Virus that is used, but.. I never liked this, and I never wanted to uninstall my Anti-Virus. So, I just tried to turn it off as some people said (thinking that it's equal to uninstalling it), but unfortunately, ESET never stops running, even if you kill its process and/or stop all of its functualities and features.
The root of the problem (with ESET Smart Security users) is that ESET blocks some protocols and ports for some applications. So, the simple solution is to turn this feature off! Yeah, that's it!
So, yes, it's a new/updated feature that ESET made, which wasn't there before. This is why I didn't use to have this problem before, but... anyway.
SOLUTION:
1- Right (or left) click on the ESET Smart Security icon in the icons tray.
2- Now click on "Advanced setup...".
3- Next, you click on the (+) symbol of "Web and email" to open the drop-down menu.
4- Click on "Protocol filtering" (Not the (+) symbol this time).
5- Just un-check the option "Enable application protocol content filtering".
6- Don't forget to click "OK" after that.
Woot! You're done!
