When I install Windows and Steam, I cant restart to offline mode, why?

Win XP and Win 7 I try on both computers and its same result

yeah, same here mate.. i use win xp and got same problem with you, also tested on my sister pc (win xp), still have the same problem..

before steam release the new patch onmarch 19, it worked very well.. and now sucks..

hey steam, pls fix this issue!

i use windows 7 and mac and on windows 7 it says i have to be online to update steam. what do i do?

tested on my friend laptop using win8, it works.. definitely new steam client have some issues with win xp

just update it, and then setting to offline mode.. we'll see if you have the same problem or not :)

I just bought brand spanking new computer, only installed steam, sykrim and nmm and i can't go offline either. It keeps telling me my login info isn't stored when it IS! Done everything your supposed to do, clicked boxes, un-clicked boxes, updated, played game, reinstalled, emailed support, shouted at it, even almost cried. No wonder steam refuse to give any other contact info, all they would get is death threats!..... any fix? ;-)

have you tried deleting everything in your Steam folder except:
steam.exe
steamapps folder
userdata folder

Yes done that aswell and it didn't work. Not looked at the video as im tethered to my phone and dont want to use up usage. Full 4G signal before anyone suggests its that.
Oh and im on windows 8
