Cant restart in offline mode
When I install Windows and Steam, I cant restart to offline mode, why?

Yes, more and more people here see, that they cant play the games, they have payed for. Every new thread about this issue is welcome. Maybe then the steam-developers realize someday, that they should fix this annoying problem finally!!!

HaHa i feel like one thoes lab coat zombie things with the head crab in half (a) life 2 after you burn it every time i boot steam & get that damn error groannnnnnnn will i click that exe or wont i...arghh shot down in flames yet again Gotta laugh or ill go freaking mad!!
Same here being having problems since yesterday afternoon!. Not Happy. Steam get it sorted

Yup, getting the same error here, no login information on computer, cannot start in offline mode. I can log on, i'm logged in. but I cannot enable offline mode.

UPDATE: read post below. copying good localconfig.dvf file fixed my problem.

This fixed my problem. Only works if you have a known good copy of this file.

The only difference is: Steam\userdata\number\config\localconfig.dvf file
Offline mode works in this way:
1. Click "go offline"
2. Steam connects with steam servers, and retrieves some data.
3. Steam writes this data and maybe acount info in localconfig.dvf in property "Steam2Ticket"
4. Steam restart.
5. Steam reads the loalconfig.dvf file, check if Steam2Ticket property exists and has valid data.
6. If exists , offline mode is allowed.
7. If not, offline mode not allowed, error message: "local account configuration does not exists".

The problem: new steam is not doing the "step 3".
And Steam has no problem read/writing localconfig.dvf because another information is written to this file, but for some unknow reason does not write the Stream2Ticket info.

So you need a localconfig.dvf from an old Steam installation (and the file must contain the Steam2Ticket property).
i registered and downloaded Stem few days ago - so i dont have this file :) ... i have hope so they ll include this issue to hotfixes .... for now it looks so this is our foult ... =)

I can verify that the missing lines are the problem that you mentioned in the post quoted below.

I did a little experiment and used a file I had on my backupdisk and copied and pasted the missing lines then saved. Steam then went into offline mode like it should. When I restored the new file back again Steam once again crashed going into offline mode.

Now if we can just get Steam to acknowledge that this is the problem and that it's their fault not ours....... BTW I sent a message about the offline mode problem and got the same blow-off that everyone else is getting....."Go to this page to see how to enable offline mode" as well as another page link to tell me how to set the launch options to clear the beat client(the one I never opted into or installed...) I sent them a rather pointed(maybe slightly snarky) reply, now lets see if I get a coherent reply(holding my breath and turning blue at this moment)

There is a known issue with the latest Steam update that prevents users from going into Offline Mode. We are working on a fix and appreciate your patience.
Well thank you for the answer, I wish the person that handled my support ticket was this helpful. They must have just hit(spammed) the "go to these webpages to see what your doing wrong(you idiot)" button and sent out the stock response.

Agian thank you for the hope of a solution coming down the road relativily soon.
Just to update I just recieved a real answer from support a few minutes ago...

We are aware of the problem and are investigating the issue further.

Maybe not much of an answer but at least they are not sending the stock reply that we must be doing something wrong and that a fix is coming.

Just wanted to post an update as I kind of flamed support. I wanted to include the newest info in the intrest of fairness.

Almost a full week since this problem started, and Valve (or w/e) hasn't fixed it yet? You seriously need to consider hiring new developers....
I really hope this is fixed soon. This is only the 2nd time EVER that I'm using Steam, first time was when RIFT came out and Steam was NOT required but was easier for purchase, and back then I had to give up and buy RIFT straight off their website instead because Steam wouldn't work back then either. Now I'm actually FORCED to use this piece of ♥♥♥♥ (because that's truly what I feel it is so far) to play the Tomb Raider that I ALREADY PAID FOR but now am unable to play after spending quite a lot on data via phone to download and update the game to play it in offline mode......
