Yes, more and more people here see, that they cant play the games, they have payed for. Every new thread about this issue is welcome. Maybe then the steam-developers realize someday, that they should fix this annoying problem finally!!!
UPDATE: read post below. copying good localconfig.dvf file fixed my problem.

I can verify that the missing lines are the problem that you mentioned in the post quoted below.
I did a little experiment and used a file I had on my backupdisk and copied and pasted the missing lines then saved. Steam then went into offline mode like it should. When I restored the new file back again Steam once again crashed going into offline mode.
Now if we can just get Steam to acknowledge that this is the problem and that it's their fault not ours....... BTW I sent a message about the offline mode problem and got the same blow-off that everyone else is getting....."Go to this page to see how to enable offline mode" as well as another page link to tell me how to set the launch options to clear the beat client(the one I never opted into or installed...) I sent them a rather pointed(maybe slightly snarky) reply, now lets see if I get a coherent reply(holding my breath and turning blue at this moment)
Agian thank you for the hope of a solution coming down the road relativily soon.
Maybe not much of an answer but at least they are not sending the stock reply that we must be doing something wrong and that a fix is coming.
Just wanted to post an update as I kind of flamed support. I wanted to include the newest info in the intrest of fairness.
I really hope this is fixed soon. This is only the 2nd time EVER that I'm using Steam, first time was when RIFT came out and Steam was NOT required but was easier for purchase, and back then I had to give up and buy RIFT straight off their website instead because Steam wouldn't work back then either. Now I'm actually FORCED to use this piece of ♥♥♥♥ (because that's truly what I feel it is so far) to play the Tomb Raider that I ALREADY PAID FOR but now am unable to play after spending quite a lot on data via phone to download and update the game to play it in offline mode......
