New Steam account question

I have a long time friend who lives in the US but is working in Venezuela temporary. I want to gift him a few games so we can play together. However, if he comes back from Venezuela would his games be region lock in Venezuela? and vice versa if made an account from US? Also would he have trouble in purchasing/playing other games if he created an account from Venezuela and purchased games here in the states?

I don't think you would have any problems with that so go gift your friend a game. I don't know any games that are won't play in the Venezuala region.
