RAGE will not install on my computer

I own the discs. I installed from them then after an small download from Steam I was ready to play. The thing is the launch button said 'install' not 'play'. So I reinstalled from the disc. In fact the disc didnt have the 'install' option the second time only 'reinstall'. This time when finished with the discs no download from Steam but still launch button says 'install'. So last night I download the 17gb file from Steam @256k it took two nights actualy. This morning I check to see if it is finally done and I see no downloads so I check my list of games and RAGE is still not installed.

A little extra information. Not sure if this will help anyone help me solve this issue. The first time I installed RAGE, shortly after its realease, almost a year and a half ago I believe, my computer was brand new. I didn't have any issues with my computer until after I installed RAGE. The thing is ever since then and even during the first installation process I get this notification that says "There is no disc in the drive. Please instert a disk into drive D:" with three button options "cancel" "try again" and "Continue" and the message won't go away until I press one of the button repeatedly. This message still pops up a couple times a month for no reason. Also I have reinstalled RAGE on my computer a second time before now without any issues.

yes i restarted steam and i cant verify integrity of a game that shows as uninstalled.

I could try that but I already tried installing the entire thing from download and the same happens as with the disc. I dont think using that help has anything to do with this issue. The help says to delete the local content of the game and I cant even do that. Its not even there. But ya this fix is for people that can't get the instal process to start from the disc instead of download. My problem is it actually goes thru the process but when its thru its still not installed.
