Steam Support requires an account that is DIFFERENT to your Steam Account, so if you don't have a Steam Support account you'll need to create one.

US military bases in foreign countries act, for all intents and purposes, as US soil in foreign countries similar to an embassy. These bases all fall under a regional code which replaces the city and state.
Instead of having a city/state combo, we have "APO," followed by the "State" code depending on our region. Bases in the Pacific region have city/state combos of "APO, AP" followed by the zip code for their base. Bases in Europe have "APO, AE" and the zip. There are others for the Americas and Africa, but I don't know them personally. Again, for mailing purposes, these APOs function as cities and states.
As to billing addresses, I would have had to lie to my bank about that to keep one listed in the States, which I'm not going to do. Not only is it an additional PIMA, it could later cause friction. No, the only real answer is to be able to put our real billing addresses on our purchases, so that our banks don't shoot them down. As was said earlier, Paypal have done this for years, as have every other online store I've personally used. The "fix" they provide us tells us to use different State codes (NY instead of AE), which obviously our banks will see as not matching our billing addresses (Which are on our bank statements and everything as "APO, AE 12345") and say "lawl, nope." As they should.
And to all you "AE isn't a state" turds, go slam your fingers in the door. I don't care that you had no way of knowing, your kneejerk way of answering doesn't help anything. Next time ask for clarification before trying to make someone look stupid, or you'll look stupid yourselves again.
