Please help me!
Firstly this is partly steam related, I hope that somebody can help me with this because it's driving me crazy and google hasn't helped at all. The error code 130 pops up every time i try using the steam app, but I already know what is causing that problem. Every time I change the lan settings to try and get steam to work, the lan settings keep changing back to using proxy. I have no idea how to keep them off for good. Every time I try changing them, then click ok, the "Apply" option is not available for me to press so I just press the "ok" button but still it does not help. I have no idea what to do and I just want to download my newly bought game :(

So your LAN connection keeps changing to 'use proxy'?
Are you in a corporate environment. Genreally speaking IE setttings are pushed via group policy and will override any local settings.
yes my lan settings keep changing to "use proxy". I want them off so steam can work but it wont stay off. And I'm at my house using my laptop if that makes sense in terms of the corporate environment
here is a picture if it helps

When I uncheck the "Use a proxy server for your LAN" and then click ok, when i go back to check it again it's checked
Are you logged on to your laptop as an administrator?

yes. I have only one account on my laptop (mine) and I am the administrator.

It says on the screenshot you linked that only admins can change some settings. What happens if you click the 'settings' button on that sentence?

when i clicked on it an internet explorer browser popped up.
It says the proxy server isnt responding. There is a button that says "Fix connection problem" and when i clicked on that another window popped up.
Here's a pic of it

This tends to happen when a virus is or was on your computer and changed some settings over.

Download Malwarebytes and run a scan.
I'm scanning with malwarebytes and microsoft security essentials.
I'll report back with anything.

ok.

ok.
So I ran a quick scan and then deleted everything it caught as bad.
I don't think it did anything though because the proxy still isn't changing.
I'm currently running a full scan although I doubt it's going to do anything.

Post when the full scan is done.

it detected 8 things so I deleted them.

Start > CMD > Right click CMD and start as adminstrator > sfc /scannow > Wait for it to complete.
