Missing mouseover text in steam client

Occasionally after launching a game and then returning to my desktop, the steam client will stop showing any mouseover text on images. This is important for when I look at a game who else owns it or is playing right now (it only shows their image unless you mouseover and then get their name). Additionally, I am unable to get achievement information without mouseover text, and have to go to the specific page for "all achievements for this game" to see their description, when I just want to see what the last one I earned was.

This all goes away on a client restart, which is a bit annoying, but doable. Anyone have any idea what could cause mouseover text popups to stop working?
