Hold it, I was looking at your tracert wrong. I deleted my post because it was incorrect. Line 2 timed out, not an issue, line 3 is 14 ms which is very low. I read it as 314 the first time. My fault. Your ping is good and your line is in good shape. The issue is not on your end at all or your ISP.
In this case the issue is a routing issue or it is indeed a problem with at least one of Valves servers. Did you try changing your region to see if it would help? Also if it is a routing issue, something Valve has little control over, changing your DNS might actually help in some cases.
If you can get the ip address of the server you are connecting to do a tracert to it.
If you have good ping in HoN you know your internet must be good and your system. I love HoN, best game ever made.
It is actually really easy and there are a lot of free ones. Google has a free DNS service. Here is a link to directions on how to change your DNS. Let me know if this changes anything for you.

That was a long shot anyway. Try and get the ip address of a server you are connecting to. Then you can run a tracert on the ip address, something like tracert 205.177.5.66 . With that tracert we should be able to tell if the problem is a routing issue or a problem at the server.
Ops, just realized you play Dota 2, which has match making. Let me check on how to get the ip for a dota 2 game.
When you join a Dota 2 game open up the console and it should tell you the ip. If the console is not enabled you would have to enable it in advanced settings.

Also in Dota 2 you pick a region, you do not choose a server. There is no browser list.
