Report a translation problem
To do a clean reinstall of Skyrim - Make sure that you have unsubscribed from all mods in the Steam workshop, then right click on Skyrim in the Steam library list and select 'delete local content' from the dropdown list that appears.
Then navigate to the folder where Skyrim was installed on your PC, this should be in Steam->steamapps->common->Skyrim wherever you have Steam installed on your PC - and delete any files that are still in the Skyrim folder, then reinstall the game.
If you do not want the Steam cloud to replace your game saves then disable Steam cloud for the game. In the Steam client, right click on Skyrim in the library list, select properties from the dropdown list, then in the Updates tab, uncheck 'enable Steam cloud synchronization...'
For Morrowind try disabling any windows desktop themes if you have them running.
This was really helpful. I'm still not used to Steam and how to navigate the tabs. Yes, the DLC is listed. Well, that's a relief. I somehow expected the game to instantly be different off the bat, but I suppose that's from years of playing WoW and seeing login screens change as per expansion update.
Ah well. I'll give the other stuff a try to do a clean reinstall. I did delete local content, but it looks like I missed a step or two there.
As for Morrowind, I don't have desktop themes. There was a bit of an error or sorts when installing the game (which I thought was cleared up), but I'm thinking it may also be possible that I need to do a clean reinstall of that game as well.

Another way to check that all of the dlc is downloaded and in place - once you have reinstalled the game, start it by using the play button in the Steam library instead of a shortcut and the small preload menu comes up. Select Data Files from the list and you should be able to see all of the checked dlc .esm files listed at the top
If you still have the same problem with Morrowind after reinstalling there may be a conflict with the Steam overlay. You can disable the steam in-game overlay by right clicking on Morrowind in the Steam library, selecting properties, then in the General tab, unchecking 'Enable Steam community in-game' to see if that fixes the issue.
Right now I just used the Steam Code to register/activate Skyrim, maybe that's why, it downloads them while it gets a Steam copy of the game...
